U.S. Postal Service letter carrier Wayne Treaudo (left) delivers mail to Clement Richardson in the Lower 9th Ward. Yesterday was the first day mail service returned to residents of the Lower 9th since Hurricane Katrina struck nearly 11 months ago. Prior to this "momentous" day, residents had been driving to a postal center to pick up their mail.
