"If you could bring planes in on curved approaches, you actually have more capability built into the system," DeCota said.

The GBAS was among 77 recommendations presented to managers last year by a panel set up to study ways to improve travel services at New York-area airports.

Newark International has one of the worst records for on-time air travel in the country.

The Port Authority announced this week it will invest about $2.5 million to equip the Newark airport for satellite-aided landings. Continental Airlines, which accounts for 65 percent of Newark's air traffic, will pay about $1 million to outfit 15 planes and train its pilots on the new system.

DeCota said he hopes to begin tests in Newark by August.
